City of Waveland (Owner) is requesting Proposals for of the following Project:

FACILITIES CONDITION ASSESSMENT FOR SEWER COLLECTION SYSTEM LIFT STATIONS

Sealed proposals for the Request for Proposal (RFP) of the Project will be received at the Waveland City Hall, located at 301 Colemen Avenue, Waveland, 39576, until Monday, September 23, 2024, at 2 p.m. local time. All proposals received will be publicly opened and the proposal amount read aloud at 6:30 p.m. on Tuesday, October 1, 2024.

The proposal included in the Contract shall consist primarily of the following items:

Facilities condition assessment for sewer collection system lift stations including assessment report for forty-eight (48) lift stations and prioritized improvement recommendations.

Proposal Documents are being made available via hard copy or digital download. Plan Holders are required to log-in or register for an account to view or order proposal documents at www.wavelandmsbids.com. Proposal documents are non-refundable and must be purchased through the website. Questions regarding website registration and online orders are to contact the Plan House at (228) 248-0181. No proposal documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving proposals.

Prospective Proposers may examine the Proposal Documents at the Issuing Offices on Monday-Thursday between 8:00am-5:00pm and Friday 8:00am-12:00pm local time.

INSTRUCTIONS TO PROPOSERS

Proposals must be submitted per format detailed in the Proposal documents furnished by Engineer. Proposer shall also submit a current financial statement, if requested by the Owner. The successful proposer will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount.

The required documents shall be submitted in a sealed envelope and the outside of the envelope shall be marked plainly as: Facilities Condition Assessment For

Sewer Collection System Lift Stations and the Certificate of Responsibility Number.

Proposals shall be deposited with the City of Waveland, City Hall at 301 Coleman Ave., Waveland, MS 39576 or for those interested, proposals can be submitted at www.wavelandmsbids.com under the project page, prior to the hour and date designated above. No oral, telegraphic, telephonic, or e-mail proposals shall be considered. All questions shall be directed to Jason Chiniche at Chiniche Engineering & Surveying by email to: jason@chiniche.com. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with proposal. No proposer may withdraw their proposal within sixty (60) days after the date of actual proposal opening without Owner’s consent. The Owner reserves the right to reject any or all proposals and to waive any or all informalities.

The contract awarded under this RFP will be funded in part by funds from the Mississippi Department of Environmental Quality (MDEQ) through the Mississippi Municipality and County Water Infrastructure Grant (MCWI) Program. The successful proposer will be required to comply with all MCWI Program regulations and requirements.

Work to be performed shall be in accordance with all Federal, State and Local Regulations and Codes.
